Applicants must be either:
- A citizen of India, or
- A subject of Nepal or Bhutan, or
- A Tibetan refugee who came to India before 1st January 1962 with the intention of permanently settling in India, or

Applicants must holding the minimum qualification of graduation in any stream from a recognise university or any equivalent qualification recognize such as by central government. Applicants needs to show a certificate as a proof of passing the qualifying examination.
